Capital University of Science and Technology (CUST) formally adopted PSG-2023 in its 49th Executive Committee Meeting held on July 9, 2024 — a landmark decision underscoring the University’s strategic commitment to strengthening governance, enhancing academic quality, and institutionalizing a robust culture of continuous quality improvement (CQI). Through the implementation of PSG-2023, CUST reinforces its commitment to transparency, accountability, and stakeholder participation, while enabling structured self-assessment, periodic institutional and program reviews, and evidence-based decision-making. This adoption serves as a foundation for sustained enhancement of academic standards, improved student learning experiences, and greater national and international recognition of the University’s academic credentials.

Review of Institutional Performance & Enhancement
RIPE is CUST’s principal institutional-level quality review framework, directly operationalizing the requirements of PSG-2023 as notified by the Higher Education Commission (HEC). It reflects the University’s commitment to continuous quality improvement at the institutional level. CUST formally adopted the Review of Institutional Performance and Enhancement (RIPE) framework in the 1st meeting of the Institutional Quality Circle (IQC) held on October 8, 2024. The adoption of RIPE establishes a comprehensive, cyclical mechanism for evaluating and enhancing the overall performance of the University. RIPE serves as the principal institutional-level quality review framework, encompassing governance and leadership, academic standards, teaching and learning, research and innovation, student support, infrastructure, resource management, and societal engagement. Under this framework, CUST undertakes systematic self-assessment against defined standards, supported by verifiable evidence and stakeholder input, followed by structured internal and external review processes. The RIPE process culminates in the development of an Institutional Performance Report (IPR) and a corresponding follow-up action plan, ensuring that identified gaps are addressed through clearly defined responsibilities, timelines, and monitoring arrangements. Oversight by the IQC ensures effective implementation of recommendations and integration of outcomes into institutional planning and policy-making.

Program Review for Effectiveness & Enhancement
PREE operationalizes PSG-2023 requirements at the program level, demonstrating CUST’s strong commitment to systematic, outcome-oriented, and continuous quality improvement for all academic programs offered by the University. CUST formally adopted the Program Review for Effectiveness and Enhancement (PREE) framework in the 1st meeting of the Institutional Quality Circle (IQC) held on October 8, 2024. The adoption of PREE institutionalizes a structured and outcome-oriented framework for the regular review of academic programs. PREE focuses on evaluating program design, learning outcomes, curriculum coherence, teaching and assessment strategies, student progression and achievement, graduate attributes, and stakeholder feedback. This framework requires academic departments to conduct periodic self-reviews of their programs, supported by documentary evidence and critical reflection on program effectiveness. The PREE process involves internal evaluation followed by peer review, leading to the formulation of program-level improvement plans aimed at enhancing academic quality and relevance. Continuous monitoring of these plans ensures that corrective actions are implemented and their impact on student learning is systematically assessed. By adopting PREE, CUST ensures the sustained quality, relevance, and competitiveness of its academic offerings, while promoting a culture of reflective practice, innovation, and continuous enhancement at the program level.
